2025 Results for Business

The vision of the South Carolina Chamber of Commerce is that South Carolina’s economy is the most vibrant in the United States, creating opportunity and prosperity for all. Our mission is to be the leading voice for business in South Carolina. The following report will update you on what the General Assembly accomplished in 2025. The South Carolina Chamber of Commerce’s advocacy efforts during the 2025 legislative session resulted in an impact of over $807 million for the state’s business community, or roughly $4,275 per employer in the state. Every dollar saved for businesses is another dollar to be reinvested in South Carolina’s economy.

2025 bILLS wE'RE wATCHING 

Workforce Development

The complex issue of workforce development has roots in policies surrounding education, housing affordability and attainability, expanding training initiatives second-chance hiring, tax disparities relative to other states, pandemic recovery, and other factors. The SC Chamber is determined to identify the most impactful root causes of South Carolina’s low labor force participation rate and start conversations about how to address the problems to improve South Carolina’s workforce.

WORKFORCE DEVELOPMENT

Tax Reform

We’re working to make the state tax code more competitive. Many of South Carolina’s tax policies deter capital investment and innovation, and ultimately choose winners and losers. While significant progress has been made in improving SC’s tax climate via business license tax standardization in 2020 and reductions in the individual income tax and manufacturing property tax rates in 2022, there is still work to be done to ensure that South Carolina has equitable and business friendly tax climate.

Lawsuit Reform

Our state’s lawsuit friendly environment hurts our businesses’ competitiveness through high liability insurance premiums and excessive litigation costs. We’re working on making sure South Carolina bases fault on a fair share of liability, not the deepest pocket.

Economic Development

We believe that South Carolina is a great state to do business in, but recognize that the state must continue to adopt policies that encourage economic development and growth as we compete with other states in the Southeast for talent and job creators. Continued investment in infrastructure and workforce training initiatives, along with supporting tax reform and pro-business environmental policies is crucial to ensuring our state’s long-term competitiveness.
